I use many different tools for work, but I will highlight two of them: Responsive Web Design Sketch Sheets and LINK REMOVED BY MODERATOR (did not go to css info) The first tool is useful for matching the locations of different elements in the layout of your website across devices, and the second is used to develop flexible grid designs; it uses pre-processed CSS extensions, such as LESS, SCSS, or Stylus, for maximum efficiency. If you are studying graphic design, of course, you need to practice and on the site you can get help with your graphic assignments. And of course, don't forget about Sketch or Illustrator)

I also forgot to add Less Framework - it's an adaptive CSS grid system based on using inline CSS media queries, which makes the development of responsive websites much easier.
