    well i find all good CSS web sites, guides and other good tools via stumbleupon its pretty good if you think about it.

    cant afford photoshop?

    then consider "the GIMP" http://www.gimp.org/windows/ - windows version

    i still prefer photoshop but tbh I cant fault the GIMP, unless you want some really high end stuff then this should give you pretty much everything you need. oh yeah.. its free

    Don't forget http://www.getpaint.net/ - Paint.net is a Graphics Design Package similar to photoshop or the gimp for windows.

    I've used Gimp a while ago before getting Photoshop, and if I recall correctly, it does allow layers.
