I want premum membership option.

I enabled Payment API manager, Active.

Now what?

Might want to consider upgrading to VB 4.2.4 then, even though it's Beta it's safe to use and includes some fixes PayPal is going to require later this year. May or may not be related to your problem though.

Is there any temporary fixes for now? While I think about upgrade.

The changes related to paypal would require manually editing a file. Make sure you make a copy of the file before you edit it in case something goes wrong and you need to restore the original.
