Someone pointed off on the support forum that there zip a big spike in CPU use from apache in 3.1.0 and it did went down after the 3.1.1 but it was still using more than 3.0.I guess I should show this since it's running the latest phpBB.
http://basebb.org/index.php It was running PunBB and converted from that to 3.0 then updated it to 3.1 and so on to the latest 3.1.1 version.
Still needs a lot of work to it and such, also running a bit slow with it.

That's due to having several more frameworks loading.
So in other words, should I start with a fresh copy and move my style and extensions over?
From what I gathered he went from 3.0 to 3.1 then updated to 3.1.1 with the update package.
I wish that I can link to the topic about this but I am stuck on my phone.
Edit: if you go to the phpbb support forum, in the 3.1 support area on page 2 you will find a topic called "apache CPU usage up since upgrade"
