What is the actual difference in a regular hosting vs Wordpress hosting? is it pretty much the same hosting, but cleverly marketing?

It's just the marketing name for a package.

Same as calling one "Pro" and one "Elite", etc.

Compare the specs to see the differences.

Edit: are you referring to a 3rd party host or WordPress itself?

Webhosting tuned for specific software is on the rise.

For the providers, its mostly optimizations that allow them to maximize their capacity to host more clients on the same infrastructure and usually introduce a few improvements over a generic webhost whose server stack is supposed to accomodate a large number of scripts.

Users get optimizations and more specialized tech support, for a small price increase over 'generic' webhosts. This extra peace of mind is often considered welcome, especially by users looking to maximize their cost efficiency before they need to upgrade their webhosting to a VPS or higher.

Excellent points, as long as the host is intentionally making that effort.

Like any hosting, if it seems too good (cheap) to be true, it probably is.
