    Yes, the domain is all of the possible inputs to the cost function, which are the number of miles driven, which can be any non-negative real number, thus the domain may be expressed with the inequality:

    0 ≤ x

    As the cost function c(x) increases with x, then the range must be:

    c(0) ≤ c(x)

    or

    70 ≤ c(x)

    Now, for any function of the form:

    f(x) = ax + b
