If you meet the requirements why don't you try Google Adwords and facebook advertising? Reddit is also pretty good. I have done paid promos on all 3 of those platforms with really decent results.

What I mean is being a Publisher.
Like Adsense, but adsense don't allow file sharing/hosting site.
